ISLAMABAD: Pakistan&rsquo;s government has reduced the country&rsquo;s mounting power-sector circular debt by Rs800 billion, roughly $2.8 billion, over the past two years and aims to eliminate the remaining burden before the end of its term, Energy Minister Sardar Awais Ahmed Khan Leghari said in an interview with Pakistan TV Digital earlier this week. Circular debt, a chronic financial problem in Pakistan&rsquo;s energy sector caused by unpaid bills, subsidies and system losses, stood at about Rs2.4 trillion when the current government took office, Leghari said.&nbsp; He said the figure has now fallen to around Rs1.6 trillion. &ldquo;We plan to get this off our books in the next three to four years so circular debt should vanish by the end of this government&rsquo;s term,&rdquo; Leghari said. The minister presented the reduction as part of broader reforms aimed at stabilizing Pakistan&rsquo;s energy sector, lowering electricity prices and reducing dependence on imported fuel amid regional instability and volatile global energy markets. Leghari said recent disruptions tied to the conflict involving Iran exposed vulnerabilities in Pakistan&rsquo;s energy mix, particularly in liquefied natural gas supplies from the Middle East. &ldquo;The Iran war has been an eye-opener,&rdquo; he said. Pakistan currently depends on imported fuels for about 26% of its electricity generation, according to the minister.&nbsp; He said the government aims to reduce that reliance to just 3% to 4% within the next eight to 10 years. To achieve that target, Pakistan plans to expand domestic electricity generation through hydropower, nuclear energy and renewables. Leghari said the government expects to add 10,000 megawatts of hydropower capacity, 17,000 megawatts of renewable energy and another 1,500 megawatts of nuclear generation over the next decade. &ldquo;Pakistan has been through a solar revolution,&rdquo; he said, referring to rapid growth in privately financed rooftop and distributed solar systems across the country. The minister also defended the government&rsquo;s planned subsidy reforms, arguing that the current system unfairly burdens middle-income consumers. Pakistan currently provides electricity subsidies to more than 22 million consumers who use fewer than 200 units of electricity per month, compared with about 9 million consumers previously, Leghari said. The subsidies range from 65% to 85% and cost more than Rs500 billion annually, according to the minister. He said many recipients are not among the country&rsquo;s poorest households and that the government plans to link electricity meters with national identity cards and Benazir Income Support Programme records to better target low-income consumers. &ldquo;Only those in the lowest income levels will continue to get the subsidy,&rdquo; Leghari said. The savings, he added, would help reduce costs for middle-income consumers using between 200 and 700 units per month, who currently absorb much of the subsidy burden through cross-subsidization. Leghari also said electricity prices for industrial users have already fallen significantly after the government reduced cross-subsidy costs. Industrial tariffs dropped by about 16 rupees per unit, from roughly 17 to 18 cents per kilowatt-hour to around 12 cents, while household consumers saw average reductions of 8 to 9 rupees per unit, he said. According to the minister, lower electricity prices have already contributed to a 6% to 7% increase in demand. The government is also preparing optional time-of-use electricity pricing that would allow consumers to use cheaper power during peak solar-generation hours, pending approval from the International Monetary Fund, Leghari said. On power outages, the minister acknowledged that some parts of Pakistan experienced six to seven hours of load shedding in late April. He attributed the outages to reduced LNG supplies and a temporary drop in hydropower generation, which fell to nearly 1,000 megawatts before recovering above 6,500 megawatts. Leghari said 11,000 of Pakistan&rsquo;s 14,000 electricity feeders currently operate without load shedding. The remaining 3,000 feeders face what the government describes as &ldquo;economic load shedding&rdquo; because of high electricity theft and non-payment rates. &ldquo;We are moving toward technology at the transformer level so we can switch off only the specific communities involved in theft, rather than the whole feeder,&rdquo; he said. As Pakistan heads into peak summer demand, Leghari said the national grid is prepared to meet electricity consumption levels that typically reach around 29,000 megawatts. &ldquo;There will be no load shedding due to lack of demand or capacity,&rdquo; he said. The government is also working to modernize the national grid and encourage private-sector investment in large-scale battery storage systems to improve stability and integrate more renewable energy into the network, according to the minister.

Nevertheless, he stressed that the incident was &ldquo;not right&rdquo; and remained condemnable.&nbsp;Opposition parties were far less charitable. The Rashtriya Janata Dal (RJD), Kumar&rsquo;s former ally, publicly questioned his fitness to govern. &ldquo;What has happened to Nitish ji? The attempt was thwarted after millions of civilians took to the streets in response to a call from President Recep Tayyip Erdoğan. The Turkish government blames the coup on the G&uuml;len movement (FET&Ouml;), which has since been designated a terrorist organization by T&uuml;rkiye.&nbsp;Reflecting on those events, Turun&ccedil; said the coup attempt was &ldquo;an initiative backed by several imperial powers and carried out by traitors within the system.&rdquo;&nbsp;&ldquo;Thanks to the trust our people have in President Erdoğan, millions took to the streets,&rdquo; he said. &ldquo;The people won, the coup plotters lost. Praise be to God, there was joy and peace in our victory.&rdquo;&nbsp;He added that T&uuml;rkiye&rsquo;s experience serves as a lesson for nations like Pakistan that continue to resist foreign interference.&nbsp;&ldquo;We will never recognize any system other than democracy,&rdquo; he quoted President Erdoğan as saying. &ldquo;Those who want to abolish democracy will never be given the chance.&rdquo;&nbsp;&lsquo;World has enough for all, if shared fairly&rsquo;Calling for global cooperation and ethical resource distribution, Turun&ccedil; said the world must learn to share its wealth rather than exploit others.&nbsp;&ldquo;The world has enough resources to sustain far more than eight billion people if used wisely,&rdquo; he said. &ldquo;But the egoism of some and the exploitative mentality of others prevent fair sharing. Kiyani described the effort as a comprehensive movement, merging both government and private sector goals. The strategy is built on three main pillars, each led by a government organization. The State Bank of Pakistan aims to increase the number of merchants accepting digital payments from 500,000 to 2 million. They also want to grow digital banking users from 95 million to 120 million and double annual digital transactions from 7.5 billion to 15 billion by June 2026. Economic transparency and tax reform This transformation isn&#39;t just about technology. For instance, the Benazir Income Support Programme (BISP) is the largest social safety net in the country. Previously, it relied on cash payments, which led to issues like middlemen and mistakes. Now, 10 million beneficiaries are receiving e-wallets, making digital banking more accessible. &quot;This isn&#39;t just about technology,&quot; Kiyani said, &quot;It&#39;s about education.&quot; The new Pakistan Digital Authority will oversee digital payments and promote financial literacy across the country. Tax reform is also critical. Pakistan&#39;s tax-to-GDP ratio improved from 8.2% to 10.6% last fiscal year. Digital transactions can help with better economic documentation and fairer tax distribution. &quot;Digital payments increase transparency,&quot; Kiyani said. &quot;They reduce wrongdoing and lessen our reliance on human resources.&quot; Expected timeline The government has set an ambitious timeline. By the end of 2026, all payments involving federal, provincial, and state-owned enterprises will be digitized. They plan to subsidize QR-based payment systems for small merchants, encouraging digital payment adoption through lower processing fees. When I asked Kiyani if this effort might be too late, he remained positive. &quot;The pace has been organic,&quot; he said. &quot;But the ecosystem is maturing. The prime minister has set clear targets.&quot; The road ahead After the interview, I felt hopeful. The combination of improved infrastructure, political will, and private-sector cooperation appears stronger this time. Success will depend on effective implementation, education, and convincing everyday vendors that digital payments are not just feasible but preferable. While the rare hantavirus outbreak on a cruise ship that has gripped global attention is not officially on the agenda, it is expected to feature prominently in the discussions, as is the fresh Ebola outbreak in the Democratic Republic of Congo. A diplomatic source, who asked not to be identified, said it would be interesting to see how such outbreaks are used by the WHO &quot;to promote other things&quot;, including &quot;to pressure (the United States and Argentina) not to go&quot;. The meeting of the WHO&#39;s annual decision-making assembly, which runs through Saturday, comes after a difficult year for the organization. It has been weakened by the announced US withdrawal and by funding cuts that have forced it to slash its budget and staff numbers. &quot;We are stable now and moving forward,&quot; WHO chief Tedros Adhanom Ghebreyesus insisted at the end of April. Prediction markets such as Polymarket allow users to place bets on the outcome of world events using cryptocurrency. While all trades on the blockchain are publicly visible, users generally remain anonymous. In a statement to CBS News&rsquo; &ldquo;60 Minutes,&rdquo; Polymarket said it has built a &ldquo;comprehensive market integrity infrastructure&rdquo; using artificial intelligence-powered surveillance and blockchain forensics to detect suspicious activity. &ldquo;When our systems identify suspicious activity, we act &mdash; including through referrals to law enforcement and cooperation with investigations,&rdquo; the company said, adding that insider trading &ldquo;is not welcome on Polymarket.&rdquo; The report highlighted the case of US Army Master Sgt. ISLAMABAD: Pakistan Federal Minister for Climate Change and Environmental Coordination Musadik Malik on Sunday highlighted the connection between climate change, urban inequality, poverty, and housing injustice while delivering at the World Urban Forum (WUF13). The minister delivered Pakistan&rsquo;s National Ministerial Statement at the Thirteenth Session of the World Urban Forum (WUF13) being held in Baku, Azerbaijan, under the theme &ldquo;Housing the World: Safe and Resilient Cities and Communities.&rdquo; Addressing the forum, he highlighted the deep connection between climate change, urban inequality, poverty, and housing injustice, stressing that vulnerable communities continue to bear the heaviest burden of climate disasters despite contributing the least to the crisis. He stated that it can take two generations for a family to escape poverty, yet climate disasters such as floods can wipe out decades of progress within days due to unsafe and unsustainable housing infrastructure. This forces families back into poverty once again, the minister said, remarking that the issue is not merely a housing crisis but fundamentally a crisis of justice. Malik emphasized the need to place justice and inclusion at the center of urban planning and housing policies.&nbsp;He said, &ldquo;We must put our voices together for the issue of justice so that the poor do not drown out, and their voices do not drown out. The people who die in floods, in heatwaves, and without access to health and education are not the ones designing cities. We are the ones designing them. They are victims of our policies and strategies.&rdquo; The minister noted that nearly 50% of Pakistan&rsquo;s population of approximately 240 million people now lives in urban areas, while nearly 55% of the urban population lives in informal settlements and slums.He remarked, &ldquo;Slums are not merely a policy category. Slums are a life category. Real people live in these slums.&rdquo; Referring to the growing impacts of climate change on cities, he highlighted the severe heatwave experienced in Karachi in 2024, where temperatures reached 47 degrees Celsius. He stated that according to one estimate, nearly 560 people died within seven days due to the heatwave.&nbsp; He observed that the victims were predominantly poor and marginalized communities living in informal settlements without access to proper infrastructure, cooling systems, healthcare, or protection from extreme weather. The minister further stated, &ldquo;It is always the poor who bear the brunt of the crisis. The affluent living in air-conditioned homes and apartments are protected, while vulnerable communities continue to suffer the most.&rdquo; Further, highlighting the devastating impacts of floods in Pakistan, he added that around 6,000 people have lost their lives in the country&rsquo;s last four major floods, while nearly 20,000 people suffered injuries or disabilities, and approximately 40 million people were displaced.&nbsp; He remarked that the scale of destruction caused by climate disasters has exceeded the human toll of many conflicts and wars. He stressed that affordable housing must be treated as a basic right rather than merely a welfare intervention. He stated, &ldquo;We treat affordable housing as a welfare instrument and not as a right, and that must change.&rdquo; The minister emphasized that sustainable urban development should not remain limited to aesthetics, slogans, or investment opportunities. He said, &ldquo;Going green or sustainable should not become an aesthetic or jargon. We should not build housing for investors; we should build housing for people. We must hear the voices of the poor because their voices are not present here today.&rdquo; Concluding his address, \Malik called for the &ldquo;Baku Call for Action&rdquo; to focus on justice-centered urban solutions that prioritize vulnerable populations and discourage speculative housing practices.
