ISLAMABAD:&nbsp;The Sindh Counter Terrorism Department (CTD) on Tuesday foiled a major terrorist plot&nbsp;during an intelligence-based operation, with 2,000 kilograms of explosives recovered, according to a press statement. Addressing a press conference in Karachi, CTD Additional Inspector General (IG) Zulfiqar Ali Larik and CTD Deputy Inspector General (DIG) Ghulam Azfar Mahesar said that a &ldquo;premier intelligence agency,&rdquo; along with law enforcement agencies, received information that terrorists were planning an attack targeting the city. &ldquo;During the operation, a large quantity of weapons, ammunition, and explosive material was recovered from their possession,&rdquo; the CTD statement added. The recovered items included one hand grenade, 30 live cartridges, five detonators, 2,000 kg of explosives, primer cord, and other prohibited items. Mahesar said the terrorists were planning to attack specific targets in Karachi to destabilize national security. He added that intelligence agencies, the Special Branch, the Intelligence Bureau, and the CTDs of Sindh and Balochistan devised a strategy to thwart the plot. He said intelligence officials were deployed at multiple locations, with a particular focus on Karachi&rsquo;s western region. Mahesar said that after several days of sustained efforts, officials obtained information about a terrorist hideout in Raees Goth, Karachi, where a large quantity of explosive material had been prepared. Following the intelligence tip-off, Sindh CTD and a premier intelligence agency conducted a joint raid. He said raids were carried out at six locations based on information provided by an arrested terrorist, leading to the arrest of two more suspects who were also in possession of explosive material. During initial interrogation, he said, the arrested suspects revealed they were associated with the Bashir Zeb network of the banned Balochistan Liberation Army (BLA) and its Majeed Brigade. &ldquo;We captured one terrorist, while three or four others managed to escape the scene,&rdquo; he said. He added that officials recovered a truck loaded with explosive material, which had been transported to the metropolis and was &ldquo;ready to go.&rdquo; Praising the coordinated efforts, Mahesar said it was a major achievement by all agencies involved, as it prevented a large-scale attack in Karachi. He said the seized explosive material was a mix of commercial explosives and material smuggled through Balochistan&rsquo;s mountainous regions. The CTD official said further details would be shared at a later stage.&nbsp; &ldquo;After the completion of further investigation,&rdquo; the CTD statement added, &ldquo;the suspects will be produced before a court.&rdquo;

Experts and field reports show a clear connection between rising temperatures and adverse outcomes for mothers and newborns.&nbsp;Research from the Aga Khan University&rsquo;s Institute of Global Health Development examined how heat stress affects pregnant women and children under five in the Matiari district of Sindh. They modeled interventions that incorporate indigenous knowledge to improve climate-resilient infrastructure and raise awareness of heat&rsquo;s harmful effects within the health system.&nbsp;Dr Zulfiqar Bhutta, Founding Director of the Institute for Global Health and Development, speaking with Pakistan TV Digital, emphasized that urgent action and systemic changes are essential to protect women and children from this growing threat. &lsquo;Surprisingly, we are not even the ones responsible for climate change, and yet it affects our women and children,&rdquo; he said.&nbsp;Dr Jai Das, the institute&#39;s associate director, highlighted the alarming link between rising temperatures and pregnancy complications. He said that existing research shows every pregnant woman exposed to higher temperatures &mdash; such as a 1-degree increase &mdash; has a 10-15% higher chance of experiencing pre-term birth, low birth weight, or of newborns being small for their gestational age.&nbsp;This finding aligns with broader studies indicating that heat exposure triggers physiological responses that lead to similar complications.&nbsp;Beyond pregnancy, heat stress also disrupts women&#39;s reproductive health, especially for those in rural areas who often engage in strenuous physical labor.&nbsp;Gulshad, a senior research associate at AKU Matiari Research and Training Center, said that many women face severe heat-related problems.&nbsp;&ldquo;Their menstrual periods last longer and occur more frequently. Moreover, many women lack knowledge about sanitary protection,&rdquo; she said.&nbsp;She noted that some women&#39;s cycles became &ldquo;very irregular,&rdquo; while others did not have periods at all.&nbsp;&ldquo;The health of pregnant women is also affected, and the likelihood of miscarriages increases significantly because they work in the fields and do household chores,&rdquo; she added.&nbsp;These testimonies show how high temperatures, combined with physical labor and limited access to hygiene products and healthcare, cause serious menstrual irregularities.&nbsp;Tackling this complex crisis requires a dual approach focusing on community awareness and healthcare system reforms.&nbsp;Dr Bhutta calls for public protection and system improvements. He suggests raising public awareness, especially in rural areas, to help safeguard women, particularly pregnant women, from the heat. He also stresses the importance of providing care to quickly identify and reduce harmful effects.&nbsp;He said there is a need to improve the healthcare environment, especially during the summer, as current conditions are overcrowded. This highlights the urgent need for heat-resilient infrastructure and better-trained staff to handle heat-related maternal emergencies.&nbsp;The situation in provinces like Sindh is especially dire, with climate threats endangering the lives of every mother and child. Localized research is vital for developing community-informed interventions, such as heat adaptation strategies, enhanced nutritional support, and strengthened rural health systems, that can be scaled nationwide.&nbsp;Addressing this climate-induced heat stress crisis requires coordinated efforts from policymakers, healthcare providers, and communities to reduce risks, improve health infrastructure, and ensure that climate change does not condemn future generations to poor health.

ISLAMABAD: Pakistan&rsquo;s southern Sindh province this week presented &ldquo;the world&rsquo;s largest climate-resilient housing reconstruction programme&rdquo; at COP30 in Bel&eacute;m, showcasing the Sindh People&rsquo;s Housing for Flood Affectees (SPHF) as a global model for gender-responsive climate recovery.&nbsp;Launched in the aftermath of Pakistan&rsquo;s devastating 2022 floods, which displaced more than 15 million people, SPHF aims to rebuild 2.1 million multi-hazard-resistant homes, directly benefiting more people than the populations of 154 countries, according to program leadership.&nbsp;The 2022 floods devastated Sindh, affecting over 14.5 million people and causing the highest share of Pakistan&rsquo;s national losses, according to official estimates by provincial disaster management authorities.&nbsp;&nbsp;Up to 2.1 million houses were damaged or destroyed, hundreds of lives were lost, and more than 8,000 people injured. The floods also killed 1.2 million livestock, destroyed 3.6 million acres of cropland, and damaged over 13,000 kilometers of roads, disrupting livelihoods and food security.&nbsp;Sindh bore the largest portion of Pakistan&rsquo;s economic losses, highlighting the urgent need for climate-resilient reconstruction.&nbsp;Speaking at the COP30 side event Women Leading Climate Action in Sindh through SPHF, Khalid Mehmood Shaikh, the program chief, emphasized the initiative&rsquo;s unprecedented reach and people-centered design.&nbsp;He said the program&rsquo;s success was &ldquo;rooted in strong political will and the engagement of the best private sector partners,&rdquo; noting that transparency and digital monitoring were central to its implementation.&nbsp;Shaikh explained that SPHF began with $500 million from the World Bank and Rs50 billion ($178.2 million) from the Government of Sindh, but the initial allocation was not enough to meet the massive reconstruction need.&nbsp;&ldquo;While the initial funding was not sufficient to construct 2.1 million houses, a robust system was established&hellip; Through these efforts, SPHF mobilized $2 billion to achieve the entire reconstruction target,&rdquo; he said, citing additional financing from the Asian Development Bank (ADB), the Islamic Development Bank (IsDB), and further support from the World Bank.&nbsp;Shaikh reported significant on-ground progress: &ldquo;Under the SPHF program, we have opened 1.5 million bank accounts, 1.45 million houses are under construction, and completed 650,000 fully constructed houses.&rdquo;&nbsp;&ldquo;A scale of climate-resilient recovery unmatched globally.&rdquo;&nbsp;He highlighted that 800,000 women are direct beneficiaries, with land titles for each house issued in women&rsquo;s names, describing this as &ldquo;the largest residential asset transfer in the history of Pakistan,&rdquo; aimed at securing long-term resilience for &ldquo;those most vulnerable to climate change, including women-headed households, widows, and elderly women.&rdquo;&nbsp;The program drew strong commendations from international development partners.&nbsp;Noelle O&rsquo;Brien, director of Climate Change at ADB, said, &ldquo;SPHF demonstrates what true resilience in action looks like, placing women at the center of adaptation, finance, and governance.&rdquo;&nbsp;She added that this is &ldquo;the kind of scalable, gender-responsive model the world needs,&rdquo; emphasizing the importance of linking financial inclusion, resilient infrastructure, and community leadership to reduce long-term vulnerability.&nbsp;Daouda Ben Oumar Ndiaye, manager of the Climate Change &amp; Environment Division at IsDB, said the bank was &ldquo;proud to support this initiative,&rdquo; calling it a benchmark for global climate adaptation.&nbsp;&ldquo;IsDB&rsquo;s focus on gender integration ensures women, widows, and the elderly are not only included but prioritized,&rdquo; he said, adding that the bank is working to create synergies in Sindh through integrated health and women&rsquo;s empowerment projects.&nbsp;SPHF&rsquo;s reconstruction efforts extend beyond housing.&nbsp;A large-scale Water, Sanitation, and Hygiene (WASH) component valued at $600 million is underway to deliver clean water and sanitation facilities to 4,000 villages and 450,000 households.&nbsp;Program leaders said the WASH initiative is essential for addressing vulnerability in communities repeatedly affected by climate-driven disasters.&nbsp;Technology forms a central pillar of the program&rsquo;s governance model. SPHF&rsquo;s management system facilitates direct bank transfers, real-time progress monitoring, and digital verification to strengthen transparency, enable financial inclusion, and reduce leakages.&nbsp;As governments and global institutions at COP30 explore pathways for equitable climate action, SPHF was presented as a replicable example of large-scale, gender-responsive climate recovery.&nbsp;Its combination of public-private partnerships, digital transparency, and community empowerment was offered as a blueprint for climate-vulnerable nations seeking resilient and inclusive reconstruction models.
