For decades, Pakistan has hosted one of the world&#39;s largest refugee populations, providing sanctuary to millions of Afghans fleeing conflict. But by October 2025, Prime Minister Shehbaz Sharif declared that Pakistan could no longer sustain this burden, citing security threats and socio-economic challenges. The result: over 1.47 million Afghan nationals repatriated in what Islamabad said is an orderly but necessary response to an escalating crisis.&nbsp; The numbers tell a grim story. Between 2023 and 2025, Pakistan experienced a devastating wave of terrorist attacks with alleged or confirmed links to Afghanistan. In January 2023, a suicide bomber killed 95 people at a Peshawar mosque. In July 2023, an attack on a political rally in Bajaur claimed over 50 lives. By December, 23 soldiers died in a military post attack in Dera Ismail Khan.&nbsp; In 2023, Pakistan&#39;s former Interior Minister Sarfraz Bugti stated that 14 of 24 suicide bombings in that year alone&nbsp;involved Afghan nationals. The pattern continued into 2024 and 2025. After seven soldiers were killed in North Waziristan in March 2024, Pakistan&#39;s defense minister declared that terrorism against Pakistan was &quot;mostly being conducted from Afghanistan.&quot; Most recently, in November 2025, a suicide bombing at an Islamabad district court killed 12 people. Pakistani officials stated that the bomber was an Afghan national and the attack was orchestrated from Afghanistan. For Pakistan, these aren&#39;t isolated incidents but evidence of a systemic problem: militant groups, particularly Tehrik-e-Taliban Pakistan (TTP) and Islamic State-Khorasan Province (ISIS-K), operating from Afghan territory to launch cross-border attacks. Pakistani officials have repeatedly asked the Afghan Taliban of preventing its soil from being used by these militant groups. Despite diplomatic assurances to the contrary, the Taliban regime has done little. The diplomatic efforts were genuine but ultimately futile. Throughout 2025, Pakistan engaged in multiple rounds of high-level talks with Afghanistan&#39;s Taliban government, mediated by Qatar and Turkey. In April, Pakistan&#39;s Foreign Minister visited Kabul. In May, trilateral talks were held in Beijing. When deadly border clashes erupted in October, three separate negotiation rounds were convened in Doha and Istanbul. All failed. Pakistan demanded verifiable action against militant groups; Afghanistan either could not or would not deliver. The humanitarian dimension of this crisis cannot be ignored. According to an International Organization for Migration report in late November,&nbsp;435,279 Afghan nationals returned to Afghanistan between July and September alone. 93% left through self-organized returns, driven overwhelmingly by fear of arrest. The deportees came from areas that had suffered terrorist attacks: 28% from Quetta, 11% from Pishin. In September 2025, a suicide bombing at a political rally in Quetta, near Pishin, was claimed by the ISIS-K. This is the tragic calculus of national security meeting humanitarian obligation. Pakistan has legitimate security concerns. When diplomatic channels fail and attacks continue, a government faces pressure to act decisively. The international community has largely remained silent, treating this as a bilateral issue rather than a regional crisis requiring multilateral solutions. Afghanistan&#39;s Taliban regime has proven unable or unwilling to control militant groups within its borders, leaving Pakistan with few options. Meanwhile, Afghan refugees become pawns in a security crisis not of their making. There are no easy answers here. Pakistan&#39;s security concerns are real and documented. The failure of diplomatic engagement left Islamabad feeling it had exhausted peaceful options. But the mass repatriation of over a million people, many of whom have known only Pakistan as home, raises profound questions about refuge and the limits of hospitality when national security appears threatened. What remains clear is that this crisis demands more than bilateral negotiations that end in deadlock. It requires sustained international engagement, pressure on the Afghan&nbsp;Taliban to deny sanctuary to militant groups, and genuine support for both Pakistan&#39;s security needs and the humanitarian needs of displaced Afghans. Without it, we&#39;re left with what we have now: a tragic situation where everyone loses, and the most vulnerable pay the highest price.

UNITED NATIONS: The head of the United Nations Security Council&rsquo;s 1267 al-Qaida sanctions committee on Wednesday warned of the &ldquo;serious threat&rdquo; posed by the Tehreek-e-Taliban Pakistan (TTP), saying the terrorist group has conducted numerous high-profile attacks in Pakistan from Afghan soil, &ldquo;some of which incurred mass casualties.&rdquo; According to the Associated Press of Pakistan (APP), Ambassador Sandra Jensen Landi of Denmark, briefing the 15-member Security Council in her capacity as chair of the committee, said that &quot;TTP, with its approximately 6,000 fighters, is another serious threat emanating from the region, receiving both logistical and substantial support from the de facto [Taliban] authorities.&rdquo; Her remarks came as the Council reviewed updates from the heads of three subsidiary bodies overseeing sanctions against Daesh and al-Qaida, United Nations counterterrorism efforts, and measures aimed at curbing the proliferation of weapons of mass destruction to non-state actors. &#39;Al-Qaida decimated largely due to Pakistan&rsquo;s efforts&#39;Responding to the briefing, Pakistan&rsquo;s Deputy Permanent Representative to the United Nations, Usman Jadoon, said Pakistan &ldquo;has rendered invaluable sacrifices in its efforts to eradicate this menace,&rdquo; citing more than 80,000 casualties and billions of dollars in economic losses. &ldquo;Al-Qaida was decimated largely due to Pakistan&rsquo;s efforts,&rdquo; he said. Jadoon said Pakistan&rsquo;s &ldquo;valiant security forces and law enforcement agencies continue to counter the terrorism threat emanating from Afghanistan, where entities like ISIL-K, TTP and its affiliates, BLA and its Majeed Brigade are thriving under the patronage of their hosts and backed by our principal adversary and net destabilizer in the region,&rdquo; APP said. He stressed that the 1267 Committee&rsquo;s sanctions framework must &ldquo;reflect ground realities,&rdquo; adding that listing and delisting decisions should be taken &ldquo;in a fair, transparent and judicious manner and without political considerations.&rdquo; Calling for a comprehensive approach, the Pakistani diplomat said the United Nations counterterrorism system &ldquo;must also possess the necessary tools to designate violent, far-right, extreme right-wing, ultranationalist, xenophobic and Islamophobic groups around the world,&rdquo; APP reported.&nbsp; China&rsquo;s representative echoed Pakistan&rsquo;s concerns, urging committee members to support the listing of the Balochistan Liberation Army and its Majeed Brigade. Doing so, he said, would &ldquo;send a strong signal of zero tolerance for terrorism.&rdquo; Council members noted that the threat of terrorism continues to evolve across regions, with armed groups increasingly exploiting modern technologies to expand operational reach and evade monitoring.

RAWALPINDI: Director General Inter-Services Public Relations (DG ISPR) Lieutenant General Ahmed Sharif Chaudhry said that India is planning another &ldquo;false flag&rdquo; operation, emphasizing that this time the operation would be in the &ldquo;deep sea.&rdquo; The head of the military&rsquo;s media wing was speaking with journalists in Rawalpindi on Monday ahead of the Coordination Meeting of Arab-Islamic Foreign Ministers in Istanbul. During the discussions, the spokesperson revealed that India is planning another false-flag operation in the deep sea, cautioning that Pakistan&rsquo;s response would be &ldquo;greater than before.&rdquo; &ldquo;If India wants to do something on sea, land, or air, they can do it. Pakistan will do whatever it takes to take care of it. We are very good at taking care [of things]. And when we take care [of things], the world will see,&rdquo; he remarked. Counterterrorism operations figuresRegarding the ongoing operations against terrorists, the DG ISPR said that 62,113 intelligence-based operations (IBOs) have been conducted so far this year. This has resulted in the killing of 1,667 terrorists, including 128 identified Afghan nationals, he added. During these operations, 1,073 Pakistanis embraced martyrdom, including 584 army personnel, 133 law enforcement officers, and 356 civilians. The DG ISPR reiterated that Pakistan&rsquo;s counterterrorism actions are intelligence-based and aimed at eliminating terrorism in all its forms. Terror-crime nexus and narcotics fundingLt. Gen. Chaudhry warned of a growing &ldquo;terror-crime-political nexus&rdquo; that continues to obstruct counterterrorism efforts under the National Action Plan (NAP) -- a governmental strategy launched after the Army Public School attack in 2014 to combat terrorism across the country. He said that certain political elements and facilitators hinder operations against narcotics and terror-financing networks. The spokesperson disclosed that security forces destroyed over 12,000 acres of poppy fields in the northwestern district of Khyber, Khyber Pakhtunkhwa province, and around 40 acres in southwestern Balochistan, adding that the profit per acre ranges between Rs1.8 million to Rs2.5 million ($6,000&ndash;$9,000). He explained that profits from these crops are used to finance terrorism, smuggling, and other cross-border crimes. At the same time, local populations are often co-opted into these activities in return for a share of the proceeds. He further revealed that &ldquo;khawarij&rdquo; (terrorists) collect &ldquo;usher&rdquo; &mdash; a form of tax &mdash; from locals on this illicit trade. &ldquo;When our law enforcement agencies intercept narcotics smuggling or attack these networks, they come under attack from terrorists and their facilitators,&rdquo; he said. Terror-criminal nexus in Khyber and Tirah districtsHighlighting the security situation in Khyber District and the Tirah Valley, the DG ISPR said there were 508 terrorist incidents reported in the area during 2025, resulting in 192 casualties among army, Frontier Constabulary (FC) personnel, and civilians. He said that political stakeholders and criminal networks have &ldquo;financial stakes in this illegal trade.&rdquo; Whenever operations are launched, &ldquo;they start campaigns against the security forces under the pretext of protecting civilian areas.&rdquo;&nbsp; &ldquo;When we check their logistical sustenance, they attack our convoys and check-posts. Our soldiers are laying down their lives to protect the motherland,&rdquo; he added. Afghan Taliban killed in Pakistan-Afghanistan standoffDiscussing the recent border clashes between Islamabad and Kabul, the DG ISPR said that intelligence estimates confirm 206 Afghan Taliban border forces and 112 militants were killed during Pakistan&rsquo;s operations. He said that Pakistan shared real-time evidence with the Afghan regime during the Doha and Istanbul talks held recently. He added that Islamabad shared Afghan identity cards and records of cross-border infiltration attempts. &ldquo;Our position is clear. Afghan soil must not be used against Pakistan,&rdquo; he stressed. &ldquo;Afghanistan needs a representative government. The people of Afghanistan are not terrorists,&rdquo; he said. The DG ISPR said that Islamabad&rsquo;s stance was well-received internationally, adding that &ldquo;Afghanistan&rsquo;s terrorism is now well internationalized, and the country has become an epicenter of terrorism.&rdquo; No negotiations with terroristsThe DG ISPR categorically ruled out any dialogue with terrorist outfits, saying: &ldquo;We will never talk to terrorists.&rdquo; He said the Afghan Taliban and Tehreek-i-Taliban Pakistan (TTP) are &ldquo;closely linked,&rdquo; adding that the TTP itself claims to be a branch of the Afghan Taliban. He accused the Afghan authorities of providing human shields to terrorists and relocating them into civilian neighborhoods, which he termed &ldquo;criminal.&rdquo; &ldquo;If they are Pakistani, then hand them over to us. Why are Bashir Zeb (leader of the Baloch Nationalist Army), Noor Wali Mehsud, and Qari Amjad being protected? This must finish now,&rdquo; he warned.&nbsp;He clarified that Pakistan&rsquo;s dispute is not with the people of Afghanistan but with a non-representative regime patronizing terrorism and the narcotics trade. The latest talks in Istanbul between Pakistan and the Afghan Taliban ended in a deadlock, as Pakistan insisted on &quot;no compromise&quot; on ending cross-border terrorism, which the latter kept denying. Pakistan has called for &quot;verifiable action&quot; against Tehrik-e-Taliban Pakistan (TTP), which continues to launch attacks from Afghan soil. The United Nations has acknowledged that Afghan territory is being used by several terror outfits. A Security Council report from June 2025 highlighted that over two dozen terrorist groups operate in Afghanistan. The report warned that these groups posed a &quot;serious challenge&quot; to the stability of Afghanistan and the security of neighboring countries, including those in Central Asia. Taliban regime&rsquo;s support for TTP A subsequent UNSC report from July 24, 2025, further noted that Afghanistan&#39;s Taliban regime continued to maintain a &ldquo;permissive environment&rdquo; for various terrorist groups. The report confirmed that the TTP, estimated to have around 6,000 fighters, receives &quot;substantial logistical and operational support&quot; from the Taliban regime. Some within the Taliban reportedly advocate distancing themselves from the TTP to improve relations with neighboring states, though such calls have not led to any significant policy changes. TTP&rsquo;s cooperation with other militants to target Pakistan The TTP has coordinated with other militant groups to destabilize Pakistan. In January 2025, the TTP provided training to terrorists in Balochistan. The UNSC report details evidence of &quot;close coordination&quot; between the TTP and the Balochistan Liberation Army (BLA) in southern Afghanistan. Both groups are said to have shared training camps, with al-Qaeda providing &quot;ideological and weapons training.&quot; An attack by the BLA, the hijacking of the Jaffar Express train on March 11, resulted in over 30 deaths, demonstrating the group&#39;s increasing capacity for complex, deadly operations. While some experts believe the TTP and BLA do not cooperate at a &quot;strategic level,&quot; there may be a &quot;non-aggression pact&quot; between the two. Concerns over TTP&rsquo;s acquisition of high-grade weapons The acquisition of high-grade weaponry by the TTP, including NATO-standard arms, is particularly concerning. The UNSC noted that these weapons were obtained through &quot;cross-border smuggling and black-market trade,&quot; corroborating Pakistan&#39;s concerns. The TTP has also employed unmanned aerial vehicles (UAVs) to carry out attacks on Pakistani military installations in Balochistan and Punjab, the reported stated. ISIL-K and al-Qaeda&#39;s growing presence The terrorist landscape extends beyond the TTP. According to the UNSC report, ISIL-K has been indoctrinating children in madrassas in northern Afghanistan, establishing a suicide training program for minors as young as 14. The group has spread across the northern and northeastern provinces of Afghanistan, with attempts to establish operations in neighboring states. al-Qaeda also maintains a strong presence in Afghanistan. The UNSC report raised concerns about al-Qaeda in South Asia, noting the group has expanded to six provinces, including Ghazni, Helmand, Kandahar, Kunar, Uruzgan, and Zabul. The terror outfit operates several training sites across Afghanistan, even training TTP fighters. Threat to China The UNSC&#39;s July 2025 report further details how Afghanistan&#39;s Taliban regime has allowed groups like the Eastern Turkistan Islamic Movement (ETIM/TIP) to operate within its borders. ETIM/TIP has reportedly grown to a force of up to 750 militants, with some regional states assessing its strength to be growing. In December 2024, ETIM/TIP leaders met with Taliban representatives in Kabul, discussing the flow of foreign terrorist fighters from Afghanistan. This cooperation signals the Taliban&#39;s ongoing support for foreign militant groups. Threats for entire region As long as the Afghan Taliban regime continues to permit the use of its soil by terrorist groups, the security of neighboring countries, including Pakistan, Iran, and even China, remains at risk.

ISLAMABAD: The Pakistani delegation in Istanbul has presented its final position to the Afghan Taliban, emphasizing that continued patronage of terrorists is unacceptable, security sources said on Sunday. &ldquo;The ongoing support and shelter for terrorists by the Taliban is not acceptable,&rdquo; a senior Pakistani security official said. &ldquo;Concrete and verifiable steps will have to be taken by the Taliban regime to eliminate cross-border terrorism from and inside Afghanistan.&rdquo; Security sources said the demands presented by Pakistan were clear, evidence-based, and formulated to address the core issue directly. They added that Pakistan conveyed there would be no compromise on its central security concerns.
