To encourage parents to send their daughters for higher education, an endowment-based scholarship fund has been created,&rdquo; he said.&nbsp;The program targets financial barriers that often prevent girls from continuing education in rural areas. &ldquo;In many families, sons are prioritized for college if funds are limited. This scheme will help girls avail higher education along with boys,&rdquo; Afridi said.&nbsp;The scheme specifically targets female students and orphans, aiming to improve retention and ensure state guardianship for vulnerable students.&nbsp;The card functions as a complete tuition waiver. According to the Higher Education Department, it covers all admission, examination, and tuition fees, ensuring financial constraints do not force students to abandon their studies after matriculation.&nbsp;Aslam added that the Chief Minister had approved a two-billion-rupee scholarship endowment fund, from which nearly 14,000 girls, including 1,731 orphaned students, will benefit.&nbsp;&ldquo;Until the endowment fund becomes fully operational, the provincial government will issue Rs325 million [$1.15 million] from the provincial finance department for the first phase,&rdquo; he explained.&nbsp;He said that as of 11 November 2025, Rs118 million ($418,050) have already been released for 54,354 girls, including 1,730 orphans, a figure that also includes 3,442 girls and 207 orphans from the merged districts.&nbsp;&ldquo;In the future, the endowment fund will make the program sustainable. If more girls qualify, the fund will be expanded,&rdquo; he noted, adding that scholarships will eventually be financed through the fund&rsquo;s own income to avoid repeated budget requests.&nbsp;Social activist Spogmay Masood praised the initiative, telling Pakistan TV Digital: &ldquo;This is an excellent initiative by the Government, as long as it&#39;s sustainable and can be scalable in the future so more and more girls and orphans can be incentivised to go for higher education.&rdquo;&nbsp;The rollout will initially benefit 54,085 students across KP, including 52,354 female students and 1,731 orphans. To support the program, the provincial cabinet approved an Endowment Fund of Rs2 billion ($7.09 million) last year.&nbsp;Meanwhile, the Finance Department provided an interim allocation of Rs325 million, of which Rs118.367 million ($419,500) has already been reimbursed to institutions as of November 11, 2025.&nbsp;The initiative emphasizes inclusivity, with particular focus on the Merged Districts (formerly FATA) and underprivileged areas with low female literacy. Initial data shows 3,472 female students and 207 orphans from these regions are enrolled.&nbsp;Operationally, the secretary clarified that students must be enrolled in government institutes. This includes a sum of &euro;1,500 to forgo relocation to Germany and remain in Pakistan, or &euro;5,000 to return to Afghanistan, a move that has caused dismay among asylum hopefuls.&nbsp;In an official statement to Pakistan TV Digital, the spokesperson confirmed the new government&rsquo;s policy to repatriate Afghan citizens, a move signaling a controversial engagement with the Taliban.&nbsp;&ldquo;The Federal Government is currently holding talks with the Afghan de facto authorities in order to establish a return mechanism that will allow the regular repatriation of Afghan citizens,&rdquo; said Singer.&nbsp;The ministry stated that this policy is part of the government&rsquo;s &ldquo;coalition agreement.&rdquo;&nbsp;The incumbent Friedrich Merz-led government in Germany, a coalition between the Christian Democrats and the Social Democrats, signed an agreement during their campaign pledging to take a tougher stance on migration and to resume deportations of Afghans and Syrians. Many perishable items had to be returned, resulting in significant financial losses. Nearby warehouses are filled to capacity; there is no space left.&rdquo;&nbsp; &ldquo;Containers are also stuck on the Afghan side, unable to enter Pakistan. These containers are loaded with stone, coal, and fresh fruit. Traders estimate that these blockades are impacting more than just trade; they are affecting employment, supply chains, and people-to-people relations between the two countries,&rdquo; he added. For Pakistan, the closure has affected certain imports, leading to temporary domestic price increases. Prices for essentials like tomatoes had soared to many times the usual rate, but the recent harvest in Pakistan&#39;s Sindh has brought prices back down.&nbsp; Coal, another major import from Afghanistan, is in short supply. Pakistan has substantial coal reserves in the Thar region, but the quality does not meet the required standards, and it needs to import higher-quality coal from South Africa and other countries. &nbsp; In Afghanistan, on the other hand, the impact is quite severe. The crucial dried fruit market, a mainstay of its export economy, has come to a near standstill, with traders in provinces like Zabul and Kandahar reporting devastating price drops as their goods cannot reach Pakistani markets. The suspension of Afghan imports of grapes, apples, and pomegranates has raised prices in Pakistan. In Afghanistan, however, orchard owners are lamenting that prices need to be slashed by almost 50% compared to last year, as the fruit is piling up with no buyers in sight.&nbsp; Pakistan is also the largest exporter of cement to Afghanistan. The construction industry is one of the country&#39;s biggest employers, especially in a nation ravaged by decades of war. However, the border closure has brought construction to a halt and impacted the lives of millions of laborers. Afghanistan can turn to Iran for cement, as it is already the second-largest importer, but this transition will require time, resources, and infrastructure.&nbsp; According to the Afghanistan Food and Drug Authority, 95% of the pharmaceuticals in Afghanistan are imported, with the majority being from Pakistan and India (imported via Pakistan). The border closure has put a significant strain on Afghanistan&#39;s fledgling healthcare sector.&nbsp; Khanjan Alokozay, Chairman of the Afghanistan-Pakistan Joint Chamber&mdash;Kabul Chapter, commenting on the ties between the two countries, said, &ldquo;Unless trade and social matters are separated from intelligence and security issues and addressed seriously, resolving this problem is impossible.&rdquo; Faced with a blocked eastern border, Afghanistan is actively seeking alternatives, but the necessary infrastructure isn&#39;t available, and the costs are significantly higher. The lack of easy access to a port makes Kabul&#39;s task even more difficult. Pakistan remains firm, linking trade to its security needs. The approach is part of a nationwide effort to repatriate undocumented foreigners, mostly Afghans. The belief is that the long-term security gains outweigh the short-term economic difficulties. For a landlocked and unrecognized government, the Taliban must now treat border diplomacy as an absolute necessity, not a political afterthought. Although Pakistan benefits from trade with its western neighbor, its overall reliance on it is limited. Germany&rsquo;s new government under Chancellor Friedrich Merz is holding direct talks with Afghan authorities to establish a formal deportation framework. These meetings were confirmed by the German media consortium ARD to have taken place in Kabul on October 1. Germany&rsquo;s Interior Minister Alexander Dobrindt has publicly stated: &ldquo;We want to facilitate regular and routine deportations to Afghanistan. To this end, discussions are taking place at a technical level with Afghan representatives.&rdquo; The initial phase focuses on Afghan nationals convicted of crimes, but the policy is expected to eventually address all Afghans residing illegally in Germany, aligning with the coalition government&rsquo;s campaign commitments. Germany has deported Afghan convicts before, but those removals were carried out via Qatar as a mediator. This time, Germany is negotiating directly with the Taliban government, marking a significant policy shift. A broader European move is also underway. In mid-October, 19 EU countries and non-EU Norway jointly called for the resumption of both voluntary and forced expulsions to Afghanistan, particularly focusing on individuals convicted of serious offenses. The restaurant&#39;s fame rests on its namesake dish, Shinwari Pulao. It is not just a plate of rice with meat but rather a mountain of meat with a bit of rice. Carnivorous cravings &nbsp;This is the main reason for its appeal in a region that takes its carnivorous cravings very seriously. The meat, tender mutton, is cooked to perfection. It is succulent, juicy, and richly marbled, with soft bone marrow served alongside. The creator of this phenomenon is Yar Muhammad, who started with a small shop and a unique vision. Kabuli Pulao is the main rice dish famous in the northwestern province of Khyber Pakhtunkhwa, and he deliberately wanted to depart from the standard. Instead of cooking components separately like Kabuli Pulao, his method involves simmering the meat and rice together in the meat&#39;s own flavorful broth, removing the meat and cooking it a second time separately to render the fat, and adding it to the rice again, but without using any heavy spices in the dish. Good rice and rich meat&nbsp;&quot;The reason for the rice&#39;s flavor is that for every one kilo of rice we cook, we add at least 17 to 18 kilos of meat,&quot; he reveals. This huge ratio is the secret to the dish&#39;s rich umami flavor that satisfies even the most intense cravings. The result is a very simple dish &mdash; just good rice and rich meat. The natural flavor of the high-quality mutton flows through, creating a rich, gelatinous broth that the rice cooks in for hours. PESHAWAR: In a small workshop tucked inside the narrow streets near Peshawar&rsquo;s old city, 78-year-old Riaz Ahmad sat cross-legged on the floor, shaping thread-like lines of soft, off-white paste into swirling floral patterns. His hands were steady, his posture fixed, his expression one of practiced calm. He has been doing this work for more than 60 years, long enough to know that with him, an entire art form might disappear. &ldquo;This work used to be everywhere,&rdquo; he told Pakistan TV Digital, his voice steady but thoughtful. &ldquo;They would make these patterns and paste them on the wooden ceilings of houses. First, they would apply sand, then mica, so that the design shimmered under the light.&rdquo; He paused, remembering a piece he once treasured. A ceiling panel he had kept for decades. &ldquo;I did not want to sell it,&rdquo; he said. &ldquo;But an Englishman insisted, at Lok Virsa [cultural festival in Pakistani capital of Islamabad]. I quoted Rs2,000 [$7.12]. He gave me Rs20,000 [$71.20] instead.&rdquo; The piece left his hands, but the memory never did. Art passed down generationsRiaz traced the origins of this craft through his family line, a lineage older than the border that now divided Pakistan and India. &ldquo;My great-grandfather, Mian Muhammad, used to do this work before partition,&rdquo; he said. &ldquo;After partition, my grandfather came here. He had money then, around Rs20,000 to Rs25,000. He bought five or six houses. One of those is the house we still live in.&rdquo; His grandfather worked at Kabuli Gate. His father later moved to Saddar. And Riaz? He joined as soon as he finished his matriculation. &ldquo;The first design I made was the Taj Mahal,&rdquo; he recalled, smiling softly. What began as an apprenticeship turned into a life. Through his art, he raised his children and built his home. &ldquo;I got my children married and settled through this work,&rdquo; he said. Craft built by hand, heart, and painThe process behind each piece was slow, physical, and unforgiving. Riaz explained how the paste, the foundation of the design, came from flax seeds heated and stirred in large cauldrons in Bara and Jamrud. Once cooled and kneaded, it turned into a workable dough. &ldquo;We take a little in the hand,&rdquo; he said. &ldquo;We roll it into a thin string&hellip; and we create the design, line by line.&rdquo; Then came the brushwork. Then the sun. Only after drying under open sky would the piece be ready. &ldquo;It looks easy,&rdquo; he said quietly, &ldquo;but it is very hard work. Every single joint in your body aches. Your head spins. Your back hurts. You sit in one position and just keep making, keep making.&rdquo; Yet he continued, not out of obligation but devotion. &ldquo;I could never make such beautiful designs in my youth as I could now,&rdquo; he said. &ldquo;Because skill and knowledge are learned with the passion of the heart.&rdquo; Recognition, honor, and silenceRiaz&rsquo;s talent did not go unnoticed. In 2004, he represented Pakistan in New Delhi under the theme &ldquo;Dost-Kari.&rdquo; There, he received the Seal of Excellence. Later, in 2012, he was awarded the &ldquo;Tamgha-e-Imtiaz&rdquo; by the President of Pakistan. &ldquo;It was a tremendous honour,&rdquo; he said simply. Once, in 1997, he recalled meeting the daughter of US President Bill Clinton. &ldquo;She said I should not be sitting there,&rdquo; he recalled. &ldquo;She said I should be placed on a pedestal.&rdquo; Her words stayed longer than the moment itself. But acclaim did not mean survival. Not for the craft, not for the craftsmen. The last two practitionersToday, only Riaz and his eldest son remain. &ldquo;My eldest son and I &mdash; that&rsquo;s it. No one else in the world,&rdquo; he told Pakistan TV Digital. &ldquo;The others in the family left the work. Some got sick. Some just left it. The art was too difficult.&rdquo; His son, now in his 50s, received orders from Japan and France, yet even he struggled to find time to create the older, traditional pieces. Demand was small. The labor was immense. Riaz sold small works for Rs500 [$1.78]. Larger peacock designs sometimes for Rs3,000 [$10.68] to Rs5,000 [$17.80]. Each piece could take days. Sometimes weeks. Always, the price seemed too little for the time. Riaz did not speak in regret. He spoke in hope, even if fragile. &ldquo;This art has been good for me,&rdquo; he said. &ldquo;But people should learn it, so this ancient art of Khyber Pakhtunkhwa lives on&hellip; even after me.&rdquo;

Inside his shop, the sounds blended into a rhythm of their own: dishes clattering, tandoor flames roaring, and servers shouting orders as they navigated the tight space with trays lifted over customers&rsquo; heads. Outside, Karkhano Market churned with heat, bargaining voices, and the dust of Peshawar&rsquo;s old trade routes. Yet it was the savory aroma drifting from the shop&rsquo;s modest five-foot entrance that drew people in from nearby streets and faraway cities. Speaking to Pakistan TV Digital, Lal Chapoor said the secret to his famous Rosh was not in hidden spices or complicated recipes. &ldquo;It requires honesty,&rdquo; he explained, his tone calm. &ldquo;You can&rsquo;t cook it with dishonesty&hellip; the taste won&rsquo;t be there.&rdquo; His day began at sunrise. He supervised the butcher himself, inspecting every cut of meat. The ingredients were simple&mdash;mutton, potatoes, onions, and salt. The daig, a giant pot, was sealed with wet flour and left to cook slowly for hours, the steam locked inside until the meat fell apart at the touch. &ldquo;The magic is in how you make it,&rdquo; he said. Over the past few years, his shop had gone from a local secret to a nationwide destination. Food bloggers, vloggers, travelers, and families came after seeing his stew on TikTok, Instagram, and YouTube. Men like Muhammad Jaleel traveled seven hours from Upper Dir just to taste what they had seen online, and many nodded in quiet approval after their first bite. There were no reserved tables or restaurant d&eacute;cor. Customers sat shoulder to shoulder on mats spread across the floor. Students, traders, drivers, and businessmen all eating together. Hot naan arrived fresh from the tandoor next door, torn into pieces and dipped into the broth. In a city of fleeting trends and new eateries opening every month, Lal Chapoor had remained unchanged. The daig, the ingredients, the pace, the flavor: all the same as when he started. As he handed another steaming bowl to a server, he told Pakistan TV Digital, &ldquo;The work must stay the same. The taste must stay the same. If the taste changes, it is finished.&rdquo; Outside, the line continued to grow. Inside, the ladle kept moving. PESHAWAR: With militant groups in northwestern Pakistan increasingly deploying drone technology to strike security forces and state installations, Khyber Pakhtunkhwa (KP) authorities have begun rolling out advanced anti-drone guns as part of a revised counter-terror response, senior police officials said.&nbsp;Militant outfits operating in KP have steadily expanded their use of quadcopter drones to launch attacks, shifting the conflict &ldquo;from a horizontal to a vertical level.&rdquo;&nbsp;Speaking to Pakistan TV Digital, Deputy Inspector General (DIG) Bannu Police Sajjad Khan said the drones being used are &ldquo;acquired through the black market and smuggled across the border from Afghanistan.&rdquo;&nbsp;According to internal estimates, 57 drone-assisted attacks were reported between July and August alone.&nbsp;Earlier this month, militants targeted the Khadi Fort of paramilitary forces in Mir Ali, North Waziristan. Before using a vehicle-borne improvised explosive device (VBIED), militants deployed drones to strike the compound and divert security personnel.&nbsp;In another incident in Bannu district, officials reported at least eight drone attacks over recent months, including one where an explosive drone missed its intended target and hit a nearby house, killing a woman and injuring three children.&nbsp;The drones, often commercially available quadcopters modified to carry explosives or mortar shells, have prompted a new defensive strategy.&nbsp;The KP police have begun equipping personnel with anti-drone guns designed to disrupt the communication link between a drone and its operator. These devices emit electromagnetic pulses that jam the drone&rsquo;s control, navigation, and video feed, forcing it to land safely and allowing for intelligence extraction.&nbsp;Sajjad Khan said the technology can disable suspicious drones from up to three kilometers away, providing protection for public gatherings, security convoys, and sensitive locations.&nbsp;The first operational deployment took place in July during the Ashura procession in Peshawar, where officials say the technology helped prevent attacks during an event historically vulnerable to violence.&nbsp;Initially, anti-drone systems are being deployed in Peshawar, Bannu, and Bajaur, districts that have seen a spike in militant activity.&nbsp;The Public Relations Officer (PRO) to the Inspector General of Police (IGP) KP, Riaz Khan, told Pakistan TV Digital that the technology &ldquo;is now being used in many areas,&rdquo; and that its introduction has &ldquo;successfully reduced drone attacks to zero in the areas where it has been implemented.&rdquo;&nbsp;This early success has encouraged a broader rollout. IGP KP Zulfiquar Hameed recently announced that 70 drones will be deployed across the province, including to the Counter Terrorism Department (CTD), alongside the acquisition of additional anti-drone guns. Hong Kong: A huge fire engulfed a crowded Hong Kong high-rise complex, killing at least 36 people and leaving more than 200 unaccounted for in the city&#39;s worst blaze in decades. The fire, which started on Wednesday afternoon and was still burning in the early hours of Thursday, shocked the Chinese financial hub, which has some of the world&#39;s most densely populated and tallest apartment blocks. Huge flames first took hold on bamboo scaffolding on several apartment blocks of Wang Fuk Court, which contains nearly 2,000 flats in eight towers in the northern district of Tai Po and was reportedly undergoing estate-wide maintenance. City leader John Lee early on Thursday gave the death toll as 36, including a firefighter, with 279 people unaccounted for. Twenty-nine people were hospitalized, with seven in critical condition. Lee said the fire was &quot;gradually getting under control,&quot; with flames still spotted at four out of the eight buildings in the complex. He was speaking almost 12 hours after the fire broke out. The cause was still not known. At the scene of the fire, an AFP reporter heard loud cracking sounds, possibly from the burning bamboo, and saw thick plumes of smoke billowing from the buildings as flames and ash reached high into the sky. A 65-year-old resident surnamed Yuen said he had lived in the complex for more than four decades and that many of his neighbors were elderly and might not be mobile. &quot;The windows were closed because of the maintenance, (some people) didn&#39;t know there was a fire and had to be told to evacuate via phone calls by neighbors,&quot; Yuen told AFP. &quot;I&#39;m devastated. ISLAMABAD: Pakistan on Wednesday unveiled a proposal for a Regional Maritime Dialogue, a multicontinental framework aimed at bringing together countries from the Gulf Cooperation Council, Central Asia and Africa to address shared maritime challenges and strengthen cooperation, according to an official statement.&nbsp;The initiative was introduced by Maritime Affairs Muhammad Junaid Anwar Chaudhry during a breakfast reception hosted by Pakistan at the International Maritime Organization (IMO) headquarters in London.&nbsp;Delegations from more than 173 countries, including over 100 maritime ministers, attended what officials described as one of the most widely participated events of the IMO Assembly week.&nbsp;Calling the IMO &ldquo;the pinnacle of maritime diplomacy,&rdquo; Junaid told delegates that Pakistan was &ldquo;ready to play a proactive role in shaping regulations that reflect the needs of our region.&rdquo;&nbsp;Junaid and IMO Secretary General Arsenio Dominguez also jointly inaugurated a model of the PNSC ship Karachi, one of three new vessels the Pakistan National Shipping Corporation intends to acquire.&nbsp;The minister said the rapidly evolving maritime environment required new regional mechanisms capable of addressing &ldquo;operational, environmental, regulatory and technological needs.&rdquo;&nbsp;He added, &ldquo;Our maritime policies must reflect our vulnerabilities and our priorities.&rdquo;&nbsp;According to the proposal, the Regional Maritime Dialogue would prioritize emissions reduction, maritime safety, coordinated search-and-rescue operations and navigational safety.&nbsp;Junaid highlighted Pakistan&rsquo;s current role as coordinator of NAVAREA IX, one of 21 global navigational zones under the World-Wide Navigational Warning Service, responsible for ensuring ships receive timely and reliable safety alerts.&nbsp;To support long-term capacity building, the minister also proposed the establishment of a Regional Maritime University and a Regional Maritime Training Institute, arguing that new IMO regulations, autonomous shipping and digitalization demand updated skills.&nbsp;&ldquo;We want to prepare our workforce for the future of shipping, where technology, environmental compliance and digital skills will be essential,&rdquo; he said.&nbsp;Reaffirming Pakistan&rsquo;s ambition to emerge as a regional maritime leader, Junaid said the country remained committed to working closely with Saudi Arabia, the UAE, Qatar and partners across Central Asia and Africa to shape global maritime policy and advance shared development priorities.

The 41-member Executive Council serves as the organization&#39;s principal policy-making body, overseeing implementation of the Chemical Weapons Convention and ensuring member-state compliance. It also advances scientific and economic cooperation for peaceful chemical use. With 193 states as parties, the convention is widely regarded as one of the most successful international disarmament treaties, having verified the destruction of an entire category of weapons of mass destruction. Speaking at PTV Home&rsquo;s programme &lsquo;Rising Pakistan&rsquo; on the occasion of the channel&rsquo;s 61st anniversary, Attaullah Tarar said new platforms are being created to connect Gen Z with PTV. The minister said during Pakistan-India war, it was realized that there was a need to start channels as a stratcom tool. &ldquo;We are encouraging private sector channels as well,&rdquo; he said. Attaullah Tarar said Pakistan TV Satellite has a fresh and new look and &ldquo;our stories are being quoted by international media outlets like BBC and Reuters&rdquo;. He said our strategic and geopolitical situation is such that exclusive stories from here have international significance.&ldquo;We brought new vigour in English media, whether it be digital or satellite,&rdquo; he said. Attaullah Tarar said very capable women were heading most departments in PTV, adding that it is a women-led initiative in the information domain.He said in sports, we got exclusive rights of many series through which we generated revenue. The minister said a sustainable model is needed.&nbsp; He went on to say that we are trying to do collaboration with the private sector for PTV Home. &ldquo;We can make good dramas and do collaborations with the private sector under profit-cost sharing basis,&rdquo; he said, adding that public-private partnership is a way forward. He said those who are leaders in entertainment in private sector should be invited to collaborate with PTV. The minister said today all those who are leading the entertainment industry say they started from PTV. He added that PTV has given birth to the entertainment, sports and news industries. Attaullah Tarar said he does not believe in criticism for the sake of criticism, adding that there should be constructive criticism to bring reforms. He said the private sector will be strongly encouraged in media projects, adding that Pakistan Idol was launched as private sector collaboration at a minimum cost. The information minister said the government aims to expand youth involvement through private sector programmes.
