SEOUL: North Korean leader Kim Jong Un has ordered officials to step up production of missiles and construct more factories to meet his military&#39;s growing need for the projectiles, state media said Friday. Pyongyang has significantly increased missile testing in recent years &mdash; aimed, analysts say, at improving precision strike capabilities, challenging the United States as well as South Korea, and testing weapons before exporting them to key ally Russia. In a visit to munitions factories accompanied by top officials, the state-run Korean Central News Agency (KCNA) said Kim had ordered the factories to prepare for a busy year ahead. The &ldquo;heroic&rdquo; efforts of North Korean soldiers in Russia&rsquo;s Kursk region &ldquo;clearly proved the invincible friendship&rdquo; between Moscow and Pyongyang, Putin said in a message to Kim, according to the Korean Central News Agency (KCNA). Their work demonstrated the nations&rsquo; &ldquo;militant fraternity,&rdquo; Putin said in the message received by Pyongyang last week. The provisions of the &ldquo;historic treaty&rdquo; the two leaders signed last year, which includes a mutual defence clause, had been fulfilled &ldquo;thanks to our joint efforts,&rdquo; Putin wrote. South Korean and Western intelligence agencies have estimated that the North has sent thousands of soldiers to Russia, primarily to Kursk, along with artillery shells, missiles, and long-range rocket systems. Around 2,000 troops have been killed, and thousands more have been wounded, according to South Korean estimates. North Korea acknowledged this month that its troops in Kursk had been assigned to clear mines and that some had died on deployment. KCNA reported Putin&rsquo;s letter on the same day that it published details of Kim&rsquo;s undated recent visit to a manufacturing base for nuclear-powered submarines. But the deal began to fall apart years ago, and wide-ranging UN sanctions were reimposed last month on the Islamic republic, effectively burying the agreement but creating space for something new, according to experts. The statement said the reimposition of United Nations sanctions is a result of Iran not complying with the terms of the internationally recognised Joint Comprehensive Plan of Action which was signed in 2015, and will take effect on October 18. The announcement comes after Britain, France and Germany also reimposed the U.N. sanctions citing Iranian breaches, and after Australia in August accused Iran of directing two antisemitic arson attacks in the cities of Sydney and Melbourne and gave Tehran&#39;s ambassador seven days to leave the country. The sanctions introduce a range of restrictions including an asset freeze and travel bans for sanctioned persons, import and export bans on certain nuclear and military goods, and a duty on New Zealanders to exercise vigilance in dealings with Iran, it added. &ldquo;This reimposition of U.N.-mandated sanctions reflects the international community&rsquo;s deep concerns about Iran&rsquo;s non-compliance with its nuclear obligations and unjustifiable levels of uranium enrichment activity,&rdquo; Peters said. &ldquo;New Zealand has consistently supported diplomatic efforts to prevent the proliferation of nuclear weapons from any source. We strongly encourage Iran to re-engage in negotiations and resume full cooperation with the International Atomic Energy Agency.&rdquo; Peters said New  Zealand will also be introducing a compulsory registration scheme for New Zealanders who intend to do business with Iran, which comes into effect on February 1, 2026.
